kodak has a really cool photo album you can make on line..you send them the pics..and its really cool. maybe you can do that, and get maybe team up w someone in their family, and make somewhat of a timeline w the last 21 years of their life on it. its not that expensive..but its a great memory.

I am not sure what you could get for that budget really. If you raised it a little, you could suprise her and pay for the both of you to go on a spa day or photoshoot/makeover session?

But I do like the picture frame too, you can find them that say “friends” or whatever, but not 21. You could add your own charm to it, get the numbers at a craft store and glue them (with hot glue gun) onto a cute frame.
