Next you can fill the bottle with some beads and stick a rolled up paper with a message and money in it so that she can buy her own bottle of liquor or beer. If you want you can put in small letters on the front of the label that say smash me to get the real prize and she can take the bottle outside and get the money and message when she breaks it open. Either way you want to give her some thing to remember her 21 bday and this would be creative and fun and you would still be able to buy her liquor with out having to actually set foot in a liquor store. A heart etc A key would be great as it is the symbol for 21!!! Then on the 'thing' you engrave "Happy 21st sis" or you can replace sis with a special name you call her by. Good Luck.
